ADDITIONAL
SAFETY MEASURES FOR BULK CARRIERS

 

I.      
Regulation 1 Definitions 

 

For the purpose of this chapter:

 

1           
Bulk
carrier means a ship which is intended primarily to carry dry cargo in bulk,
including such types as ore carriers and combination carriers.

For
ships constructed before 1 July 2006, resolution 6, Interpretation of the
definition of “bulk carrier”, as given in chapter IX of SOLAS 1974,
as amended in 1994, adopted by the 1997 SOLAS Conference.
(Untuk kapal
yang dibangun sebelum 1 Juli 2006, resolusi 6, Interpretasi definisi “bulk
carrier”, sebagaimana diberikan dalam bab IX SOLAS 1974, sebagaimana telah
diubah pada tahun 1994, diadopsi oleh Konferensi SOLAS 1997.
 

2.   
Interpretation of the provisions of SOLAS chapter XII on Additional
safety measures for bulk carriers (resolution MSC.79(70)).

3.   
The application provisions of annex 1 to the Interpretation of the
provisions of SOLAS chapter XII on Additional safety measures for bulk carriers
(resolution MSC.89(71)). (
Ketentuan
penerapan lampiran 1 Interpretasi ketentuan SOLAS bab XII tentang Tindakan
keselamatan tambahan untuk kapal curah (resolusi MSC.89(71)).

 

2           
Bulk carrier of single-side skin construction means a bulk carrier as
defined in paragraph 1, in which:
(Kapal curah dengan konstruksi Single-Side
Skin berarti kapal curah sebagaimana dimaksud dalam ayat 1, di mana):

1.    any part of a cargo hold is bounded
by the side shell; or (
setiap bagian
dari ruang kargo dibatasi oleh Side Shell)

2.   
where one or more cargo holds are bounded by a double-side skin, the
width of which is less than 760 mm in bulk carriers constructed before 1
January 2000 and less than 1,000 mm in bulk carriers constructed on or after 1
January 2000 but before 1 July 2006, the distance being measured perpendicular
to the side shell.

Such ships include combination carriers in which any
part of a cargo hold is bounded by the side shell.(

Bulk carrier of double-side skin construction means a bulk carrier as
defined in paragraph 1, in which all cargo holds are bounded by a double-side
skin, other than as defined in paragraph 2.2.

didefinisikan dalam ayat 1, di mana semua ruang muat dibatasi oleh Double-Side
Skin, selain yang didefinisikan dalam paragraf 2.2.)

Double-side skin means a configuration where each ship side is constructed
by the side shell and a longitudinal bulkhead connecting the double bottom and
the deck. Hopper side tanks and top-side tanks may, where fitted, be integral
parts of the double-side skin configuration.

sisi kapal dibangun oleh side shell dan sekat memanjang yang menghubungkan
double bottom dan geladak.

5           
Length of a bulk carrier means the length as defined in the International
Convention on Load Lines in force. (
Panjang kapal
curah berarti panjang sebagaimana ditentukan dalam Konvensi Internasional
tentang Garis Muat yang berlaku
)  

 

(“Length”
means 96% of the total length on a waterline at 85% of the least moulded depth
measured from the top of the keel, or the length from the fore-side of the stem
to the axis of the rudder stock on that waterline, if that be greater. Where
the stem contour is concave above the waterline at 85% of the least moulded
depth, both the forward terminal of the total length and the fore–side of the
stem respectively shall be taken at the vertical projection to that waterline
of the aftermost point of the stem contour (above that waterline). In ships
designed with a rake of keel the waterline on which this length is measured
shall be parallel to the designed waterline”)

 

6           
Solid bulk cargo means any material, other than liquid or gas, consisting
of a combination of particles, granules or any larger pieces of material,
generally uniform in composition, which is loaded directly into the cargo
spaces of a ship without any intermediate form of containment.

(Kargo curah
padat berarti setiap bahan, selain cairan atau gas, yang terdiri dari kombinasi
partikel, butiran atau potongan bahan yang lebih besar, umumnya seragam dalam
komposisi, yang dimuat langsung ke ruang kargo kapal tanpa bentuk penahanan
perantara).

 

7           
Bulk carrier bulkhead and double bottom strength standards means
“Standards for the evaluation of scantlings of the transverse watertight
vertically corrugated bulkhead between the two foremost cargo holds and for the
evaluation of allowable hold loading of the foremost cargo hold” adopted
by resolution 4 of the Conference of Contracting Governments to the
International Convention for the Safety of Life at Sea, 1974 on 27 November
1997, as may be amended by the Organization, provided that such amendments are
adopted, brought into force and take effect in accordance with the provisions
of article VIII of the present Convention concerning the amendment procedures
applicable to the Annex other than chapter I.

dua ruang kargo terdepan dan untuk evaluasi pemuatan ruang muat yang diizinkan
dari ruang kargo terdepan” yang diadopsi oleh resolusi 4 Konferensi
Negara-Negara Penandatangan Konvensi Internasional
untuk Keselamatan Jiwa di Laut, 1974 pada tanggal 27 November 1997, sebagaimana
dapat diubah oleh Organisasi, asalkan amandemen tersebut diadopsi, diberlakukan
dan mulai berlaku sesuai dengan ketentuan pasal VIII
Konvensi ini mengenai prosedur amandemen yang berlaku
untuk Lampiran selain bab I)

                                                  

8           
Bulk carriers constructed means bulk carriers the keels of which are laid
or which are at a similar stage of construction.

(Kapal curah yang dibangun berarti
kapal curah yang lunasnya diletakkan atau berada pada tahap  konstruksi yang serupa)

 

9           
A similar stage of construction means the stage at which: (Tahap konstruksi yang serupa
berarti tahap di mana):

1       
construction identifiable with a specific
ship begins; (
konstruksi
yang dapat diidentifikasi dengan kapal tertentu dimulai
) :and

2       
assembly of that ship has commenced
comprising at least 50 tonnes or one per cent of the estimated mass of all structural
material, whichever is less

10       
Breadth (B) of a bulk carrier means the breadth as defined in the
International Convention on Load Lines in force.

(“ The breadth (B) is
the maximum breadth of the ship, measured amidships to the moulded line of the
frame in a ship with a metal shell and to the outer surface of the hull in a
ship with a shell of any other material”)
